I say a separate body, but working very closely with the Imperials. How many are we allowing? I say more than 2, but a limit until we have a greater number of characters across all factions wouldn't be a bad idea

5 or less definitely. Obviously we still have the rule that you can't be a force user until you do a regular so that'll help
