Still want to use Emelie or whatever as the leader?

Do you see them as having a planet that is theirs or being an on the run bunch?

I think id like Leaders really, no set head. As for where they are. I have no burnish passion either way. Might be fun to maybe have a fledgling planet to habit, but as I recall you like a rough and homeless rebellion, I will fold to your wishes on this one.
